The Government has issued Decree No. 165/2026/ND-CP detailing and guiding the implementation of several provisions of the Law on Disease Prevention. Notably, the Decree includes regulations on health quarantine procedures for persons entering, exiting, and transiting through Vietnam, effective from 1 July 2026.
Persons entering, exiting, or transiting through Vietnam must make health declarations
The Decree clearly states that persons entering, exiting, or transiting through Vietnam are required to make health declarations in accordance with regulations. The Minister of Health shall provide guidance on the subjects and periods for applying health declarations at border gates for each infectious disease, based on the global infectious disease situation and the risk of transmission into Vietnam at specific times.
Health declarations may be made electronically or in paper form. The contents of the health declaration shall follow Form No. 01 in Appendix V issued together with this Decree.
The health declaration form, provided by the Ministry of Health, is bilingual, Vietnamese and English.
Health declarations must be completed within 7 days prior to entry, exit, or transit through Vietnamese border gates.
Observation and health checks for persons entering, exiting, or transiting through Vietnam
Health quarantine officers shall conduct direct and indirect observation and monitor health conditions and body temperature using health surveillance equipment for persons entering, exiting, or transiting through Vietnam in order to detect suspected cases of infectious diseases.
Where suspected cases of infectious diseases are identified, health quarantine officers shall conduct physical inspections.
Document inspection: Where a person is identified as subject to physical inspection under Point d, Clause 2, Article 20 of the Law on Disease Prevention, health quarantine officers shall conduct an actual inspection.
Physical inspection: Cases specified under Point d, Clause 2, Article 20 of the Law on Disease Prevention, identified through information collection, health observation, and document inspection, must undergo physical inspection.
Health quarantine officers shall conduct interviews, collect epidemiological information, and review preventive measures already applied to detect signs and symptoms of infectious diseases.
Where a person requiring medical handling under Point đ, Clause 2, Article 20 of the Law on Disease Prevention is identified, health quarantine officers shall carry out appropriate medical measures.
The maximum time for completing a physical inspection for one person shall not exceed 2 hours.
The Decree takes effect from July 1, 2026.
